HS Code Mistakes That Delay WeBOC Clearance in Pakistan

Wrong or vague HS codes that trigger WeBOC holds — how Pakistani importers and exporters should align invoice text, GD, and physical cargo before filing.

A wrong HS code does not always stop a vessel — it stops the Goods Declaration. Pakistani importers learn this when cargo sits while classification is argued. Exporters learn it when destination customs or preference claims fail.

Patterns That Trigger Holds

  • Broad invoice descriptions (“spare parts”, “machinery parts”) with no model or material detail
  • HS chosen for lower duty without matching product reality
  • Different HS on commercial invoice vs packing list vs GD
  • Mixed cartons under one GD line that customs expects to split

Fix It Before Filing

1. Send photos, catalogues, and composition details to the broker before GD draft 2. Align commercial invoice wording with the HS narrative the broker will use 3. Split lines when products clearly belong under different headings 4. For preference / FTA claims, confirm origin rules against the same HS

Amending after examination is slower and more expensive than a one-hour classification review before filing.

Export Side Still Matters

Destination buyers and banks often expect HS consistency across documents. A casual export HS can break preference certificates or create destination exams even when Pakistan export clearance was smooth.
